Global Access Plan - GAP

GAP is an effort to stimulate development of telecommunication
services in the world's less-developed regions.
The basic
premise is that developed regions have abundant services
because customers are able to pay for them; thus, entrepreneurs
are motivated to construct facilities, supply service and
make a profit. On the other hand, in poor areas, where
people cannot pay for services, profits are not feasible, so there is little
incentive to invest. The GAP concept would give entrepreneurs in underserved
regions the same incentives by helping users pay a fair rate for services. The
objective is to develop an equitable funding mechanism and a monetary source
for this support.
