Richard Shockey is Director  & Member of the Technical Staff for NeuStar, Inc. [www.neustar.biz] based in Suburban Washington DC. NeuStar provides a number of critical services to the communications industry including the administration of all wire line and wireless Number Portability Administration [NPAC]  NeuStar also operates the .BIZ. Top Level Domain and manages .US for the U.S. Dept of Commerce.

Mr. Shockey is a founder and has been Co Chair of the Internet Engineering Task Force ENUM Work s and is an author of several IETF RFC’s . ENUM [RFC3761] has been frequently mentioned in the media as a key enabler in the convergence of the PSTN and VoIP and the principal technology service providers world wide are considering for VoIP Network to Network Interconnection and Peering.

In addition Mr. Shockey recently chaired the SIP Connect working group of the SIP Forum producing a comprehensive specification of how SIP based IP-PBX’s can interconnect with Service Providers.
