Darby Associates
Since 1989 Dr. Darby has headed Darby Associates – Washington, D.C. and has focused on issues at the intersection of information technology policy, economics and finance. Prior to that he was Vice-President in Lehman Brothers investment banking group; chief economist and chief of the FCC’s Common Carrier Bureau; Senior economist in the White House Office of Telecommunications Policy; Staff Director for the Motor Carrier Ratemaking Study Commission of the US Congress; and, Assistant Professor of Economics. His work has been focused on links between government regulation, markets and private investment. He has published numerous papers on these relationships and advises governments in developing countries on ICT policies designed to attract private investment. He frequently serves as an expert witness in complex financial litigations; currently concentrates on estimating consumer welfare impacts of alternative Internet regulatory schemes; and affiliated in 2006 with the American Consumer Institute where he is a consumer welfare advocate.
